Well, I expect the fez-headed guy is Manuel Blanco Romasanta Smith, the contact that Dirty’s recently-hired assistant (Semo) suggested (And that’s the second fez-head in this story arc, though we are neither in Morocco nor Turkey!).
I would therefore expect that the 3rd Man in the panel is Semo, Dyer’s hired hand.
